CENTER FOR WATER RESOURCES QUALITY

 

Functions and Duties

The Center for Water Quality was established under Decree 88/QD-QHDTTNN dated June 12th , 2009, by Director of Water Resources Planning and Investigation Center. The Center for Water Quality is a career unit directly under the Water Resources Planning and Investigation Center, engaged in investigating, evaluating, processing, restoring, preserving quality of water resources and aquatic ecosystem across the countr. The Center for Water Quality has its own legal status, seal and separate bank account as prescribed by laws.


1. To investigate, analyze and evaluate water quality; to build water resources renovation, processing, quality recovery projects; to protect aquatic ecosystem and organize the implementation upon approval;

2. To investigate, analyze and evaluate water resources quality; to evaluate risks of water resources’ degradation, pollution as functions and duties of the Center for Water Resource Planning and Investigation;
3. To guide and supervise techniques of sampling and analyzing samples; to process analysis results, to analyze quality of water resources of the Water Resource Planning and Investigation Center’s units;

4. To implement and participate in the implementation of tasks, project planning, investigation, evaluation, measurement, monitoring and forecasting the quality of water resources as assigned by the Director of Planning and Resource Survey water;

5. To consult appraisal or participate in appraisal projects of water resources quality investigation, evaluation, treatment, rehabilitation, restoration; protection of aquatic ecosystem; assement of environmental impacts; assessment of strategic environments for water resources projects;

6. To propose scientific and technological topics, programs, solutions; to apply methods, technology, equipment into research, investigaton, analysis, evaluation, measurement of water resources;to organize implementation upon approval.

7. To participate in the elaboration of norms, procedures, standards, technical regulations on investigation and assessment of water resources quality as assigned by the Director of the Water Resource Planning and Investigation Center;

8. To participate in the formulation and implementation of transfering, training technology of investigating, analyzing and assessing water resources quality as assigned by the Director of the Water Resource Planning and Investigation Center;

9. Join the inspection team specialized in water resources upon request of the Ministry of Natural Resources and Environment and assigned by the Director of the Water Resource Planning and Investigation Center;

10. To perform other services required by domestic and individual organizations and individuals as prescribed by laws, including:

 

- Water resources sector:

To construct and implement investigation projects, geological and hydrological mapping on water resource; to search, explore and exploit groundwater, surface water; construct works of drilling and exploiting ground water, surface water, water supply network, support projects in water supply, sewerage and wastewater treatment system; to monitor, supervise, build database of water resources quality and factors that may affect quantity, quality of water resources; to evaluate water resources; to measure quality of water resources;

- Geological and geological environment sector:

To construct and implement projects of investigation, exploration, assessment of environmental impacts on geology; fomulation of geological environment maps; to explore hot water, mineral water, mineral mud; to investigate geothermal energy;

- Geological engineering and geotechnical engineering sector:

To design and implement geological engineering, geotechnical engineering investigation; to drill for geological investigation; to experiment geological engineering on the spot and experiment soil, rock samples in the laboratory;

- Measurement and mapping sector:

To perform topographic and cadastral measurement, mapping and GIS technology services;

- Environmental sector:

To get samples and analyze samples; to assess quality of soil, water, air; to assess environmental impacts; to handle with erosion of soil and building components in the water;

- To sign cooperation, joint venture contracts with other domestic and international organizations and individuals as prescribed by laws.

- To manage and use effectively all financial resources, assets under management of the Center; implementing financial - accounting management for planning advise, investigation and evaluation. To handle, renovate and conserve quality of water resources and aquatic ecosystem in accordance with laws;
