 Functions and Duties

1. To fomulate and submit to the Director of Water Resources Planning and Investigation plans, tasks of building and maintaining information system, database for water resources investigation, measurement, set up water resources planning; to organize the implementation of approved tasks;

2. To guide, inspect and evaluate the quality of information collecting and processing, water resources data storing of the Water Resource Planning and Investigation Center’s units;

3. To examine, collect, store and protect documents and reports under the jurisdiction of the Water Resource Planning and Investigation Center;

4. To formulate, develop, manage and exploit information system, database, archives of water resources investigation, evaluation, measurement, monitoring and planning to meet safety and modern requirements ; to preserve and restore reports, documents, combat damage, ensure quality for long-term use;

5. To collect information and data; to update, process data; to report regularly and irregularly information status and information collection results to the Water Resource Planning and Investigation Center;

6. To provide water resource information for water resources research, investigation and plannin; support state management in accordance with laws and as assigned by the Director of the Water Resource Planning and Investigation Center; to edit, publish and distribute publications on water resources.

7. To develop, maintain and manage electronic information, internal information network of the Water Resource Planning and Investigation Center.

8. To lead and coordinate with related units to build information system, database basic investigation, measurement and assessment on water resources, and list of polluted, degraded, exhausted water resources;

9. To study and propose scientific and technological topics, solutions; to register research topics, programs, science and technology applications and development into management; to process data, information for water resources investigation and planning; and organize the implementation upon approval; to carry out international cooperation projects about water resources and other areas as assigned by the Director of the Water Resource Planning and Investigation Center.

10. To develop and participate in the elaboration of norms, procedures, standards, technical regulations on handling, synthesizing information and applying information technology in water resources the investigation and planning as assigned by the Director of the Water Resource Planning and Investigation Center;

11. To participate in the formulation and implementation of transfering, training information technology and water resources database;

12. To perform other services required by domestic and international organizations and individuals as prescribed by law, including:

a. Water resources sector:

To construct and implement investigation projects, geological and hydrological mapping on water resource; to search, explore and exploit groundwater, surface water; construct works of drilling and exploiting ground water, surface water, water supply network, support projects in water supply, sewerage and wastewater treatment system; to monitor, supervise, build water resources database, evaluate and measure water resources ; to set up planning, protection and development of water resources; to analyze and experiment water samples; to process, repair, manufacture and trade specialized water resources mechanical products, equipment, supplies;
b. Geological and mineral sector:

To construct and implement projects of investigation, exploration of hot water, mineral water, mud and solid minerals; geothermal, geological and geological environment investigation.

c.Geological engineering and geotechnical engineering sector: To design and implement geological engineering, geotechnical engineering investigation; to drill for geological investigation; to experiment geological engineering on the spot and experiment soil, rock samples in the laboratory; process foundation of construction works; process, repair, repair, manufacture and trade mechanical products, equipment and supplies specialized in geological engineering and geotechnical engineering.

d. Measuring, mapping services: To implement topographic and cadastral mapping measurement, mapping and GIS technology services.

e. Environmental sector:

To sample, analyze samples, evaluate quality of soil, water, air and environmental impact;

f. Information technology sector: To design, constructand research software applications of management, water resources, geological, mineral and other majorities; to design websites; trade hardware and software equipment.
g. To sign cooperation, joint venture contracts with other domestic and international organizations and individuals as prescribed by laws.

13. To manage and use efficiently all funds and assets under management of the Center; and carry out responsibilities of a drafting budget unit level III as prescribed by laws;

14. To manage personnel, officers, employees and labors as assigned by the Director of Planning and Water Resource Investigation Center;

15. To statisticize, reports regularly and irregularly the implementation of assigned tasks;

16. To perform other duties assigned by the Director of Planning and Water Resource Investigation Center.
